This requires bold steps and clear accountability.</p><ol><li><strong>Immediate Ceasefire and Return to Borders</strong><br>The first and most urgent step is to stop the bloodshed. I would call for an <strong>immediate ceasefire</strong> in Gaza, followed by a return to the internationally recognized borders. This is a basic humanitarian necessity, as both sides continue to escalate the violence at the cost of innocent lives.<br></li><li><strong>Condition U.S. Aid on Withdrawal from Occupied Lands</strong><br>I support conditioning U.S. aid to Israel on its <strong>withdrawal from occupied Palestinian lands</strong>, as defined by the international community. If Israel fails to comply, it&#x2019;s time for the U.S. to treat Israel as we do any other country that violates international law&#x2014;whether that&#x2019;s <strong>Russia</strong>, <strong>North Korea</strong>, or <strong>Cuba</strong>. This includes <strong>economic sanctions</strong> and restrictions on business and commerce until both sides are fully committed to negotiating a peace deal. <br></li><li><strong>Contingent Economic Activity with the U.S.</strong><br>Beyond just aid, I propose that <strong>all economic activity</strong> between the U.S. and Israel be tied to peace efforts. <strong>Any trade or commerce</strong> with Israel is contingent on both parties actively working, in good faith, toward a peace agreement. If Israel (or Palestine) refuses to engage in good faith negotiations, they should face economic consequences that incentivize progress, not stalemate. Once Israeli publically traded companies get de-listed from NASDAQ, I think a solution will happen quickly.</li></ol><h3 id="why-this-will-work"><strong>Why This Will Work</strong></h3><p>The U.S. has leverage. America&#x2019;s financial and military support has helped sustain Israel&#x2019;s current posture, and it&#x2019;s time we use this influence for good. By conditioning aid and economic ties on serious peace negotiations, we send a clear message: <strong>no more blank checks for endless war</strong>. </p><p>Whether you agree with it or not, the fact is that the United States of America is the world&apos;s police. As such, it is time for us to step up and start solving the humanitarian issues we face as a species. <strong>Human beings matter.</strong></p><p>According to the <a href="https://crsreports.congress.gov/?ref=henselforcongress.com" rel="noreferrer"><strong>Congressional Research Service</strong></a>, U.S. aid to Israel accounts for <a href="https://crsreports.congress.gov/product/pdf/RL/RL33222/40?ref=henselforcongress.com" rel="noreferrer"><strong>about 20% of Israel&#x2019;s defense budget</strong></a>. Leveraging this aid can and will bring Israel to the table. Additionally, many in Palestine have expressed a willingness to negotiate, but Israel&#x2019;s numerous &#x201C;red lines&#x201D; continue to be a stumbling block. Conditioning aid is a proven method of influencing state behavior, as seen in other conflict zones worldwide. <em>(See Red Lines Below)</em></p><h2 id="a-lasting-peace-not-just-a-ceasefire"><strong>A Lasting Peace, Not Just a Ceasefire</strong></h2><p>While stopping the violence is critical, it won&#x2019;t fix the underlying tensions. After achieving a ceasefire, I would push for <strong>serious, good faith peace talks</strong>. These talks must result in a solution where both sides can live securely and independently.</p><h3 id="a-fair-deal-80-solutions"><strong>A Fair Deal: 80% Solutions</strong></h3><p>No side will get everything they want, and that&#x2019;s okay. In most negotiations, a compromise means each side walks away with around 80% of their ideal outcome. If both parties enter the process knowing they won&#x2019;t achieve 100% of their goals, we can move forward with realistic expectations.</p><h3 id="american-blind-spots"><strong>American Blind Spots</strong></h3><p>It&#x2019;s time for American leadership to acknowledge that <strong>unconditional support for Israel</strong> has helped fuel this conflict. Israel&#x2019;s actions, including its settlement expansions and military aggression, have been met with little to no consequences from the U.S. <strong>We need to change that.</strong> War crimes&#x2014;whether committed by Israel or Hamas&#x2014;are unacceptable, and U.S. policy should reflect that reality.</p><h2 id="moving-forward"><strong>Moving Forward</strong></h2><p>I believe the region can find peace, but it will take international cooperation, economic pressure, and unwavering commitment to human rights. If Israel refuses to negotiate in good faith, they should be treated like any other state that refuses peace&#x2014;isolated economically and politically. The same goes for Palestine.</p><p>It&#x2019;s time for the U.S. to lead by example and push for a <strong>real solution</strong>&#x2014;one that doesn&#x2019;t just pause the fighting but addresses the root causes of this decades-long conflict. He knows he is a longshot to topple the five-term congressman.</p><p></p><p></p><p>Hensel told WUSA9, that Beyer will not participate in the next scheduled debate on October 17th but, Hensel wants another chance to challenge the incumbent anyway.</p><p>Being an engineer, I solved the problem the way I know how,&#x201D; he smiled. &#x201C;I built an A.I. of Don Beyer. A &#x2018;Don Bot&#x2019; as they say.&#x201D;</p><p>Hensel&#x2019;s new debate opponent is straight out of the Artificial Intelligence world. &#xA0;</p><p>&#x201C;If he doesn&apos;t want to be there his policies can,&#x201D; Hensel said. &#x201C;It gives pretty accurate responses. When asked, &#x2018;Should you vote for Bentley Hensel? It says, &#x2018;No, you should vote for me, Don Beyer.&#x2019;&quot;</p><p>Hensel wrote the program using Open AI&#x2019;s chat GPT. It&#x2019;s a text-based bot. so the user inputs a question and the answers get pulled from Beyer&#x2019;s campaign website and press releases.</p><p>&#x201C;If you ask [the Bot], &#x2018;Does a woman have the right to an abortion? It responds, &#x2018;Absolutely!&#x2019; And it includes a link to his website. I tried to be really unbiased and actually represent him accurately.&#x201D;</p><p>At the next debate, Hensel plans on having these responses play out in audio.</p><p>So is this whole &#x2018;Don Bot&#x2019; legal?</p><p>We reached out to several elections law experts and the consensus we got was there isn&#x2019;t much Congressman Beyer can do to stop the debate between the remaining candidates and the Don Bot.</p><p>But one company has tried.</p><p>&#x201C;I tackled a Hornet&apos;s Nest apparently and Open AI has decided to ban my accounts,&#x201D; he said</p><p>As a result, the Don Bot was shut down Wednesday morning.</p><p>But not for long, Hensel is building a new Don Bot using his own resources because he is determined to debate Don.</p><p>&#x201C;I got in this race to talk about some issues and actually show that you can make a difference and actually the solutions to these major problems our country is facing really aren&apos;t that hard,&#x201D; he said.</p><p>We reached out to Don Beyer&#x2019;s office and campaign. To truly harness the benefits of immigration, we must reform the system to be more transparent, efficient, and just.</p><h2 id="the-problem"><strong>The Problem</strong></h2><p>Despite its importance, our immigration system is struggling to meet the demands of the modern world.</p><ul><li><strong>Massive Backlogs</strong>: With over <a href="https://www.gao.gov/blog/u.s.-immigration-courts-see-significant-and-growing-backlog?ref=henselforcongress.com">2.1 million pending cases in U.S. immigration courts</a>, the average wait time for resolution is over 800 days&#x2014;more than two years of uncertainty for individuals and families. <a href="https://www.americanimmigrationcouncil.org/research/how-united-states-immigration-system-works?ref=henselforcongress.com">The asylum backlog alone is over 1.5 million cases.</a></li><li><strong>Outdated Processes</strong>: Our system relies on disjointed, outdated processes spread across multiple agencies, making it difficult to track cases, communicate effectively, and resolve issues promptly.</li><li><strong>Processing Delays</strong>: USCIS processing times have skyrocketed, with delays <a href="https://www.americanimmigrationcouncil.org/research/how-united-states-immigration-system-works?ref=henselforcongress.com">increasing by 100-200% over the last decade</a>, leaving individuals and families in limbo.</li></ul><h2 id="my-solution-a-modernized-immigration-system"><strong>My Solution: A Modernized Immigration System</strong></h2><p><br><strong>1. Centralized Immigration Case Tracking System</strong></p><ul><li><strong>What It Will Do</strong>: This platform will centralize case management, providing real-time tracking, secure communication, and document handling in one place. Immigrants, attorneys, and officials will have immediate access to case statuses, deadlines, and necessary actions.</li><li><strong>Why It Will Fix Things</strong>: By centralizing and modernizing the system, we reduce redundancy and errors, streamline communication, and ensure that cases move through the system more efficiently. Just as the <a href="https://www.uspto.gov/about-us/news-updates/statement-commissioner-patents-andrew-hirshfeld-united-states-senate?ref=henselforcongress.com" rel="noreferrer">U.S. Patent and Trademark Office reduced patent processing times by 25% through modernization</a>, we can achieve similar gains in immigration case processing. How can we expect to work through the backlog when inadequate tools are in place? </li></ul>

Following the example of <a href="https://www.performance.gov/?ref=henselforcongress.com">Performance.gov</a>, we must track performance metrics and report them so that we as a nation can act on them. We can&apos;t solve the problem if we don&apos;t know what the problem is.</li></ul><p><strong>3. Centralize Data</strong></p><ul><li><strong>What It Will Do</strong>: We must centralize all immigration data and information into a standardized, unified system. This means that all relevant data, from case statuses to processing metrics, will be accessible in one place.</li><li><strong>Why It Will Fix Things</strong>: Centralizing data will standardize information and ensure consistent access for all stakeholders. This approach allows immigration lawyers, officials, and the public to easily research and reference up-to-date, accurate metrics. By eliminating the need to navigate multiple obsolete systems, we can significantly reduce errors, improve efficiency, and make the immigration process more transparent and manageable.</li></ul><h3 id="the-bottom-line"><strong>The Bottom Line</strong></h3><p>A modern, centralized, and transparent immigration system isn&#x2019;t just a technical upgrade&#x2014;it&#x2019;s a moral imperative. By embracing technology and innovation, we can create an immigration process that is efficient, fair, and humane. This reform will reduce backlogs, speed up case processing, and restore faith in the system&#x2014;ensuring that America remains a beacon of hope and opportunity for all.</p><h2 id="it-is-time-for-solutions-not-politics"><strong>It is Time for Solutions, not Politics</strong></h2><p>Immigration reform is too important to be used as a political football. I am running for Congress because our elected officials aren&apos;t doing their jobs. We need innovative solutions addressing real issues, not partisan gridlock. We can&#x2019;t keep kicking the can down the road while millions of lives hang in the balance. It&#x2019;s time to stop the endless debate and implement real, actionable solutions. </p><p>I am committed to doing something&#x2014;anything&#x2014;to ensure our immigration system works for everyone. Objectives The VHA sought to address critical gaps in access to neurology care by developing and implementing the first outpatient National Teleneurology Program (NTNP). Design Pre-post evaluation of intervention and control sites. Participants NTNP sites and VA control sites; Veterans completing an NTNP consult and their referring providers. Intervention Implementation of the NTNP at participating sites. Main Measures NTNP and community care neurology (CCN) volume of consults before and after implementation; time to schedule and complete consults; Veteran satisfaction. Key Results In FY2021, the NTNP was implemented at 12 VA sites; 1521 consults were placed and 1084 (71.3%) were completed. NTNP consults were scheduled (10.1 vs 29.0 days, p&#x2009;&lt;&#x2009;0.001) and completed (44.0 vs 96.9 days, p&#x2009;&lt;&#x2009;0.001) significantly faster than CCN consults. Post-implementation, monthly CCN consult volume was unchanged at NTNP sites compared to pre-implementation (mean change of 4.6 consults per month, [95% CI&#x2009;&#x2212;&#x2009;4.3, 13.6]), but control sites had a significant increase (mean change of 24.4 [5.2, 43.7]). The estimated difference in mean change in CCN consults between NTNP and control sites persisted after adjusting for local neurology availability (p&#x2009;&lt;&#x2009;0.001). Veterans (N&#x2009;=&#x2009;259) were highly satisfied with NTNP care (mean (SD) overall satisfaction score 6.3 (1.2) on a 7-point Likert scale). Conclusions Implementation of NTNP resulted in more timely neurologic care than care in the community. The observed significant increase in monthly CCN consults at non-participating sites during the post-implementation period was not seen at NTNP sites. Our district and our country deserve a representative who is committed to solving real problems with practical, data-driven solutions. I believe in transparency, accountability, and using technology to make government work better for everyone. It&#x2019;s time for a fresh approach that moves beyond the old political games and focuses on delivering results that actually make a difference in people&#x2019;s lives.</p><h2 id="what-are-your-three-main-priorities-as-a-candidate">What are your three main priorities as a candidate?</h2><p><br>1. <strong>Transparency &amp; Accountability:</strong> Implement real-time campaign contributions and government spending disclosure to restore trust in our political system.<br><br>2. <strong>Technological Innovation:</strong> Modernize government systems to improve efficiency, cybersecurity, and public access to services, ensuring our government works smarter and more effectively.<br><br>3. <strong>Environmental Protection:</strong> Advocate for robust policies that protect our natural resources and address the urgent challenges of climate change, ensuring a sustainable future for all.<br></p><h2 id="antibiotics-availability-for-animal-health-vet-shortage">Antibiotics Availability for Animal Health &amp; Vet Shortage</h2><p><em>The FDA has recently moved several important over-the-counter livestock medicines to prescription (Rx) status. This will require livestock managers to first get a veterinarian&#x2019;s prescription before treating sick animals, an issue in areas with vet shortages. How would you recommend tackling the nationwide veterinarian shortage and the limited access to pharmaceuticals?</em></p><p>1. Expand Veterinary Education &amp; Training: Increase funding for veterinary schools and create incentives, such as scholarships and loan forgiveness programs, for students who commit to working in underserved rural areas. This will help address the shortage by encouraging more students to pursue careers in veterinary medicine and practice in areas where they are most needed.<br><br>2. Telemedicine &amp; Mobile Veterinary Services: Promote and support the use of telemedicine for veterinary care, allowing vets to diagnose and prescribe treatments remotely. Additionally, incentivize mobile veterinary services that can travel to rural and underserved areas, providing on-the-ground care and prescriptions where access is limited.<br><br>3. Pharmacy Access Flexibility: Advocate for policies that allow certain trained and certified livestock managers to access critical over-the-counter medications without a prescription, especially in areas facing acute vet shortages. This could include a certification process for livestock managers to ensure they have the knowledge to use these medications safely and appropriately, balancing the need for access with the importance of responsible antibiotic use.</p>

This issue is compounded by the rapidly increasing regulatory burdens and cost increases facing the H-2A program. How do you propose to help address the critical labor shortage facing agriculture?</em></p><ol><li>Reform and Streamline the H-2A Program: Simplify and streamline the H-2A program to reduce regulatory burdens and costs for farmers while ensuring that workers are treated fairly. This could include modernizing the application process, reducing bureaucratic red tape, and providing more flexibility in how and when workers can be hired to meet seasonal demands.</li><li>Incentivize Domestic Agricultural Labor: Develop programs that encourage domestic workers to take up agricultural jobs, such as offering tax incentives, wage subsidies, or other benefits for workers willing to engage in agricultural labor. This could also include targeted training programs to equip domestic workers with the skills needed for modern agricultural work.</li><li>Adjust the Adverse Effect Wage Rate (AEWR): Work with stakeholders (NOT CORPORATE FARMS) to review and potentially adjust the AEWR to better reflect regional economic conditions and the specific needs of the agricultural industry. This would help ensure that wages are competitive, attracting more workers while keeping costs manageable for farmers.</li><li>Promote Automation &amp; Innovation: Invest in research and development for agricultural technology that can help alleviate labor shortages by automating certain tasks. This would reduce the dependency on manual labor while maintaining or increasing productivity.<br></li></ol><h2 id="tax-reform">Tax Reform</h2><p><em>Do you think the current federal income and estate tax systems are fair and equitable to family farmers? Does the tax code encourage success, savings, investment, and entrepreneurship? Are there ways you would improve the current tax code to preserve farmland and encourage the next generation of farmers?</em></p><p>The current federal income and estate tax systems place significant burdens on family farmers, making it challenging for them to thrive or pass their farms on to the next generation. The tax code, as it stands, often benefits large corporate interests that are buying up family farms, undermining the legacy and sustainability of family-owned agriculture.</p><p>Having grown up with a family pecan farm in Louisiana, I understand firsthand the struggles family farmers face. My grandfather&#x2019;s stories of the agricultural collapse in the 1980s remind me how crucial it is to protect these vital businesses. The tax code should encourage success, savings, and entrepreneurship, but instead, it often penalizes small family farms.</p><p>To preserve farmland and encourage the next generation of farmers, I would advocate for reforms that:</p><ol><li><strong>Increase Estate Tax Exemptions for Family Farms:</strong> Adjust the estate tax to ensure that family farms can be passed down without crippling tax burdens. This would help keep farms in the family rather than forcing sales to large corporate entities.</li><li><strong>Create Incentives for Family-to-Family Farm Sales:</strong> Develop tax incentives for family farms to sell to other family-run operations rather than to corporate interests, preserving the tradition of family-owned agriculture.</li><li><strong>Implement Tax Credits for Young Farmers:</strong> Introduce tax credits for young or new farmers to encourage them to enter the industry and maintain the agricultural legacy.</li><li><strong>Limit Corporate Farm Expansion:</strong> Consider tax penalties or regulations that discourage large corporations from monopolizing farmland, ensuring that small, family-owned farms have a fair chance to compete and succeed.</li></ol><h2 id="science-based-decision-making">Science-Based Decision Making</h2><p><em>In recent years we have seen a multitude of challenges, not always rooted in science, to farmers&#x2019; ability to use EPA approved pesticides, herbicides, fungicides and other crop protectants. These are critical tools for farmers to produce the safest, most abundant, and affordable food supply in the world, and implement conservation practices. Do you support science-based decision making when deciding which products should be available to farmers?</em></p><p><br>As a Senior Data Engineer, I understand the importance of data-driven decisions, and I believe that both the EPA and pesticide companies need to significantly improve their transparency and the availability of open data.</p><p>I remember attending a pecan meeting with my grandfather, Ben Littlepage, where a chemist discussed how they tested Roundup on pecan trees and found no pesticide residue in the nuts. But where is that data today? Such transparency is critical for farmers to make informed decisions. My grandfather also developed an incredibly accurate pecan crop prediction model, but when he passed, much of that knowledge was lost, and crop yields haven&#x2019;t been predicted as accurately since.</p><p>We need more accessible, high-quality data that any farmer can use without needing to be a data scientist. This data should be open and transparent, allowing farmers to make the best decisions for their crops and the environment. Moreover, we must stop attacking innovative companies, like DJI, which provide agricultural drones that help family farms reduce costs and improve efficiency. </p><p>Innovation and practical, science-based solutions are key to ensuring that our farmers can produce safe, abundant, and affordable food while also implementing effective conservation practices.</p><h2 id="farm-billfarm-policy">Farm Bill/Farm Policy</h2><p><em>We are currently operating on an extension of the 2018 Farm Bill, and, as of this writing, neither chamber of Congress has passed a new 5-year farm bill for consideration. What were the most important aspects of the most recent farm bill that you believe helped Virginia farmers? What would you like to see included in the next farm bill?</em></p><p>The 2018 Farm Bill provided crucial support to Virginia farmers through various programs that promoted conservation, crop insurance, and rural development.</p><ol><li><strong>Conservation Programs:</strong> The bill strengthened programs like the Environmental Quality Incentives Program (EQIP) and the Conservation Stewardship Program (CSP), which help Virginia farmers implement conservation practices that protect the environment while maintaining productivity.</li><li><strong>Crop Insurance:</strong> The continuation and expansion of crop insurance programs provided a safety net for farmers facing unpredictable weather and market conditions. This is particularly important in Virginia, where diverse agricultural production can be vulnerable to environmental changes.</li><li><strong>Support for Local and Organic Farming:</strong> The 2018 Farm Bill increased funding for local food systems and organic farming, supporting Virginia&#x2019;s small and specialty crop producers, who are vital to the state&#x2019;s agricultural diversity.</li></ol><p>For the next farm bill, I&#x2019;d like to see:</p><ol><li><strong>Expanded Access to Technology and Innovation:</strong> Increasing support for programs that help farmers adopt new technologies, such as precision agriculture and agricultural drones, which can increase efficiency and reduce costs.</li><li><strong>Strengthened Support for Family Farms:</strong> Policies that provide more robust support for family-owned farms, including easier access to credit, technical assistance, and programs that help these farms stay competitive against large corporate interests.</li><li><strong>Improved Data Transparency and Access:</strong> Mandating better transparency and access to data from both government and private sources. Farmers should have access to reliable, user-friendly data that helps them make informed decisions without needing to be data scientists.</li><li><strong>Climate Resilience:</strong> Expanding programs that help farmers adapt to and mitigate the effects of climate change, ensuring that they can continue to produce food sustainably in the face of increasing environmental challenges.</li></ol><p>The next farm bill should focus on equipping Virginia farmers with the tools they need to thrive in a rapidly changing agricultural landscape, ensuring their continued success and contribution to the commonwealth&#x2019;s economy.</p>

Candidates can accept <strong>unlimited contributions from individuals and companies</strong>, making it crucial for the public to have easy access to this information. This ensures that the public has access to comprehensive, up-to-date financial reports.
